The vast majority of modules that perform an action on a periodic basis use the enteliWEB Connect Service in order to call it's periodic functions.
The most probable cause for this issue is that the enteliWEB Connect Service is offline. Turning it back online (via the Windows Service Manager) should resolve the issue.
In the case that enteliWEB is using a non-standard (not port 80) port, it may be a configuration issue and you should ensure all steps from KbA2059 on the George Support site.
